Simply put Katrex's skill, is purely in combat (25 fighting skill). I don't know how we define these things but I suspect he would have come first in his class since students cant shunpo and the level of kido is insignificant (so speed and spirit power are a lot less relevant)
I'm also not sure if doing so well at the academy would attract the attention of the 11th squad. But if not we can postpone this transfer until after the Rukongai bandits mission.
