Ok, it said in the user profile that Cero would be explained elsewhere and it looked like they were going to explain it in one post about kido and cero levels, but then the person digressed into Kido explanations and never finished talking about cero.

My question is, when does a hollow get it, and how does it develop.

You get it when you become a menos... Because thats the canon deal... Each Cero is more powerful than the last rank... The Arrancar have access to colored cero's other than red, Espada have Access to Gran Rey Cero to a point... But thats still TBD...
