Marking Threads

Hey there, straight to the point, im new to rp'ing, but goodwith words, so it should go well for me. ive worked everytning out i think and i just need to someone confirm,
The marking of a thread, is literally an administrator marking the topic as if it were an exam for stat points. Threads are marked once put in the call to admin thread, and are to be put in the call to admin thread by one character from that topic once the topic is completed.
Am i correct?
