| Rukongai is burning. There have been a string of fires hitting the outer districts. At first they were thought to be only isolated incidents, but the fires have started to move closer to Seireitei. The people are in a panic, and in the panic unsavory people are running amok. The 13 squads are busy enough with the more recent increase of hollow activity in the human world. It was decided for the unseated shinigami to help patrol the city, restore order, and apprehend the culprit or culprits before it's too late.
