Background information-
Due to the increased hollow presense in the living world, the Gotei has become worried, Not only have student field trips been massivly ambushed several times. but also they seem to have developed intelegence in the lower levels to plan ambushes and other such things. In addition to more and more shinigami going rogue, and the hollow development, the Captain Commander has decided on a "brute force" course of action. To put it simply, Kill all enemies to the Gotei 13 and soul society as possible. Hollow bait usage has been approved.
