Just where is the index?

I am wondering where the index is for some Races Such as hollows or Bounts who devour Shinigami and ghost and (In the hollows case) Hollows and gain power from it? If you are confused I can help with it. I am in no way looking to tackle the position of a moderator or Admin I merely look to try and help out the long list of inactive staff. What I am trying to say is; I need something to go on besides a moderators word. Seeing how if someone displays a great deal of roleplaying, with most of the current mods/admins being inactive and the ones that do come on are probably not even noticing those who deserve a growth in power (Me being one of them. . . . Jus saying <_<) and it would be lovely to go by some kind of system instead so that everyone jobs would be alot easier.

Okay first of all, this does seem like an attack on the admin staff and your assumption that we haven't noticed those who require a stat upgrade is in fact very wrong.
The stat system is new to all of us, and we're working out the issues with it atm; this means that we are currently in the process of devising requirements for rank increases and once they are finalised will be presented to the masses of the forum.
We would therefore like to assure that, while your slightly modest statement of your deserving a new rank may seem a tad bold, it is being discussed and very shortly there will be a large ranking up of people, like i said we're just finalising it all so please be patient, this is a very busy time for people IRL atm

Plese excuse me if I sounded as if I was "attacking" the Admins. I merely wanted to know what was up, and now that you clarified it; I thank you.
