this is a question and a suggestion......

1st the question ...how do you gain Spirit power

the suggestion would it not make more since if Spirit power was accounted by your over all skill .....that way we only train in 4 areas like the death gods do in bleach ...Kidō, Hohō, Zanpakutō and Inteligence

alrighty well i am ..well to put it bluntly just plain awful at helping and explaining but you get spirit power by developing your character through conflict..
if that helps :S
sorry if it makes no sense at all but its just like to get better you have get hurt first. Then work on your characters resolve to increase their power and overcome whatever obstacle have previously stopped them from tapping into their power.

Kaiyo is mostly correct. Spirit power is usually gained through fighting and reaching anew level of power within yourself. However there are a few ways to do it differently, i myself use it defensively at times as i lack any Kidou skills i use my spirit power to combat the stuff (for examples see Rumble in the Bronx, in Rukongai).

As for the suggestion it shall be taken into consideration but you have to understand that the system in place is very early almost a BETA version and by no means refined or perfected.
